歐盟太陽能發電量創紀錄新高 占總量10%（08/19/2021 路透社、中央社、合報）

（中央社 / 巴黎18日綜合外電報導）獨立智庫Ember今天發布報告表示，歐洲聯盟（EU）今年6、7月太陽能供電量創下紀錄新高，占區內整體發電量的1成。

數據顯示，歐盟27國6、7月透過太陽能發電板產出近39兆瓦小時（TWh）的電力，比2018年的10.9兆瓦小時高出許多。

報告並表示，隨著太陽能板的生產與使用增加，包括西班牙、德國等8個歐盟國家也創下新高紀錄。

Ember分析師摩爾（Charles Moore）說：「核心太陽能市場出現令人振奮的復甦跡象，太陽能起飛，但整體成長速度仍不夠快。」

報告表示，歐盟2021年6、7月的煤炭發電量占比為14%，仍高於太陽能板。

歐洲聯盟執行委員會（European Commission）已在氣候政策方案中，納入改善再生能源規定的提案。當中規定歐盟必須提升風力、太陽能、生質能源作為電力來源的時程。

歐盟已設定暫時目標，擬在2030年前，把再生能源占比提升到最終用電量的4成。

Ember數據顯示，德國依然是歐盟境內太陽能發電量占比最高的國家，從11.5兆瓦小時增至13.4兆瓦小時，占2021年全國夏季整體發電量的17%。

西班牙則是4年來夏季成長最多的國家─2018年為3.1兆瓦小時，2021年則翻倍至6.4兆瓦小時，占全國整體發電量的16%。

最近工信部公佈對「關於鼓勵發展零碳排放氫氣發動機的建議」表示贊同，表示支持技術路線多元化發展。

工信部指出，氫氣汽車是替代燃料汽車的一種，屬於清潔能源汽車。氫氣發動機是氫能在汽車上應用的重要技術路線之一，燃燒產物以水為主，具有較高的環境友好性。

同時氫氣發動機可充分利用現有內燃機產業基礎，目前已經有部分國內企業和高校在該領域取得一些研究成果，但整體上相關技術還處研發階段。

氫能是什麼❓

氫能是一種清潔高效的能源形式，有時間長、跨區域的儲能優點。在碳中和背景下，全球主要經濟體陸續將氫能發展上升至戰略高度，未來氫氣的能源屬性將會逐步加強，潛在發展空間巨大。

據 Energy Transitions Commission 預計， 全球氫能需求有望從如今 1.15 億噸上升至 2050 年 10 億噸，成長空間廣闊。

中國的氫能源產業發展雖然比歐美日韓起步遲，但發展速度爭快，在產業鏈佈局方面已逐漸趕上西方國家。

外交部感謝 #歐洲議會 通過「新冠肺炎疫情的貿易面向及其影響」報告，這份報告促請歐盟執委會積極推動台歐盟雙邊投資協定，這也是歐洲議會此次會期第5度通過與台灣相關的決議與報告！

重點有兩個：

🔹與 #台灣半導體 產業展開對話

報告呼籲執委會徹底檢視並避免相關新興科技落入極權國家（真的很重要），並且與 #理念相近夥伴 就供應鏈合作展開對話，其中特別要求與 台灣半導體產業對話。

🔹加快腳步推動台灣歐盟雙邊投資協定

呼籲執委會實質強化與台灣的投資貿易關係，重申台歐雙邊對話的重要性，包括在 #多邊主義、#WTO議題、#公衛 及 #半導體供應鏈合作 等議題。

外交部對歐洲議會再度以具體行動展現對台灣的強烈支持，表達高度歡迎與誠摯感謝。

MOFA would like to thank the European Parliament for the #Taiwan-friendly language used in the recently adopted resolution on trade-related aspects and implications of #COVID19.

The resolution calls on the European Commission to engage in dialogue on semiconductors with Taiwan, as one of a range of measures aimed at limiting technology transfers from the #EU to authoritarian states. It also urges the commission to move forward with an investment agreement with Taiwan.

This is the 5th time the Ninth European Parliament has adopted a resolution or report supporting investment agreement talks with Taiwan.

Taiwan’s strategic role in the #ICT and #semiconductor global supply chains has only increased in importance since the outbreak of the pandemic last year. MOFA hopes that in the #PostPandemicEra, Taiwan can work in partnership with the EU on the global supply chains surrounding semiconductors, 5G and green energy.
