แฉ การบินไทยโกงเละ ฮั้วประมูล-เพิ่มเงินเดือนตัวเอง-เบิกโอทีปีละ 419 วัน !!!
จากกรณีการล้มละลายของการบินไทย ซึ่งวงในรู้กันอยู่แล้วว่าโกงเละเทะ จนนำไปสู่การสอบสวนปมทุจริตภายในองค์กร ซึ่งผลเบื้องต้นออกมาแล้ว นายถาวร เสนเนียม รัฐมนตรีช่วยว่าการกระทรวงคมนาคมระบุว่า มีการทำโอทีปีละ 419 วัน ทั้งที่ปีนึงมีแค่ 365 วัน !!!
“ในปี 2560-2562 มีการส่อทุจริต เช่น ค่า OT พบพนักงานทำได้สูงสุด 3,354 ชั่วโมง มีวันทำโอที 419 วัน แต่หนึ่งปีมีเพียง 365 วัน การจัดหาเครื่องบินแบบเดียวกัน 6 ลำ แต่กลับมีส่วนต่างราคา 589 ล้าน มีรักษาการกรรมการผู้อำนวยการใหญ่ ได้รับเงินพิเศษ 200,000 บาทต่อเดือน ผ่านไป 9 เดือน ได้เงินเพิ่มเป็น 600,000 บาท โดยอ้างเป็นแนวปฎิบัติกันมา รวมถึงการขายตั๋ว ที่มีการเอื้อให้กับดีลเลอร์ 3-4 ราย มีการจัดตั้งกองทุนพิเศษขึ้นมาให้เอื้อประโยชน์ค่าคอมมิชชันกันเอง รวมถึงปัญหาการจ่ายสินบนโรลส์-รอยซ์ ให้พนักงานการบินไทยเพื่อเอื้อจัดซื้อเครื่องยนต์ , เงินสินบน 2,652 ล้านบาทให้นักการเมือง”
นอกจากนี้ ยังพบข้อมูลว่า การซื้อเครื่องบิน B787-800 จำนวน 6 ลำมีส่วนต่างราคาถึง 589 ล้านบาท ทั้งยังต้องมีค่าใช้จ่ายการติดตั้งที่นอนลูกเรือเพิ่มอีก 1,652 ล้านบาท การบินไทย ส่อเอื้อประโยชน์ในการขยายอายุสัญญาสินค้าปลอดภาษีให้เอกชน เสียหายกว่า 655 ล้านบาท ขณะที่การจัดซื้อวัตถุดิบของครัวการบินไทย ปีละ 3,000-4,000 ล้านบาท ผูกขาดเอกชนไม่กี่รายเท่านั้น และการบริหารจัดการสายการบินไทยสมายล์ ที่ขาดทุนนับตั้งแต่เริ่มต้นกิจการสะสมไม่ต่ำกว่า 8,000 ล้านบาท
ทั้งนี้จะมีการสรุปผลการโกงดังกล่าวเพื่อนำเอกสารที่ได้ตรวจสอบส่งต่อให้กับกระทรวงการคลัง และสำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ หรือ ป.ป.ช. ดำเนินการต่อ แต่ทั้งนี้ก็ขึ้นอยู่กับดุลย์พินิจของผู้ตรวจสอบต่อว่า จะมีการเรียกเอกสารอะไรเพิ่มเติมหรือไม่ ซึ่งหลังจากนี้จะเป็นความรับผิดชอบของทาง ป.ป.ช.ดำเนินงานต่อไป
โดยในช่วง 3 ปีคือ 2560 ถึง 2562 สายการพาณิชย์ไม่มีการจัดทำงบประมาณประมาณการแต่ใช้วิธีการกำหนดเปลี่ยนแปลงงบประมาณเองโดยผ่านคณะกรรมการบริหารนโยบายของบริษัทเท่านั้น และมีการขายตั๋วโดยสารในราคาที่ต่ำมาก โดยในปี 2562 มีราคาเฉลี่ยใบละ 6,081 บาทเท่านั้น แต่บริษัทฯ มี Cabin Factor เกือบ 80% และมีผู้โดยสารถึง 24.51 ล้านคน มีรายได้ค่าตั๋วโดยสารฯ 149,000 ล้านบาท ในปีดังกล่าว
สาเหตุสำคัญที่ได้จากผลการสอบสวน มีการเอื้อประโยชน์ให้กับตัวแทนจำหน่ายตั๋วโดยสาร (Agent) ทั้งในรูปของค่าคอมมิชชั่น ค่า Tier และค่า Incentive และมีการกำหนดราคา Flash Sale (ราคาต่ำสุด) ทำให้ Agent เพียง 3-4 รายได้รับประโยชน์ กอปรกับผู้บริหารในสายงานพาณิชย์ได้แต่งตั้ง โยกย้ายบุคคลใกล้ชิดให้ไปดำรงตำแหน่งผู้จัดการฝ่ายขายทั่วไป (AA) ในต่างประเทศ และกำหนดเป้าหมายรายได้จากการขายเพื่อให้ได้ค่า Incentive ตามที่ต้องการ เพื่อให้ AA จัดส่งรายได้ จำนวน 10% ของค่า Incentive เข้าบัญชีกองทุนของผู้บริหารสายงานพาณิชย์และนำเงินในกองทุนดังกล่าวไปจัดสรรและแบ่งปันกันเอง ซึ่งกองทุนดังกล่าวไม่มีระเบียบ ประกาศ หรือกฎหมายของบริษัทฯ รองรับ
