But they always wanted to live overseas, and just before I was born, my dad came to Sydney to set things up. I don’t know why, but in the end, my mother and I didn’t join him until I was 6.

標題: [建議] 國內授課澳洲南澳大學學歷不被承認

在過去幾年中，收到許多相關國外學校標榜博、碩士申請入學，
免考試、托福、免GRE或遠距教學在國內授課。澳洲的國立南澳大學
就是其中之一，很難想像澳洲的國立大學也來台授課吧！？
一直認為教育部不會承認這樣的學歷，也打電話問，教育部
國外學歷認證也是同樣的答案，國內授課學位不予承認。
最近收到朋友寄來相關教育部來函與學校人事室公告，內容如下。
Subject: 教育部函澳洲南澳大學在台違法招生授課乙案
，轉知校內在職進修教師不得違反規定。
人 事 室 公 告
主旨：教育部函澳洲南澳大學在台違法招生授課乙案，轉知
校內在職進修教師不得違反規定。
說明：
一、依教育部台學審字第0960053632號函辦理。
二、南澳大學今年在臺灣設立境外分校招生授課，
企管碩士MBA課程全部以中文授課。
三、依大學辦理國外學歷採認辦法第11條規定：
「國外學歷有下列情形者不予認定：六、非使用中文之國
家或地區以中文授課所頒授之學歷。七、未經教育部認可在
我國設立分校或以國外學歷名義委託機構在國內招生取得之學位。」
教育部駁回多位持該校在臺授課所取得之學歷。
四、爾後凡持澳洲南澳大學學位均需函請駐外單位辦理查證俾憑認定。
人事室敬啟
不過，我們納悶的是，在國內有幾所大學已任用了這學校學歷的教師，
這讓人很沮喪，這對學生是不公平的，而且如何授與學生的學歷。產生的問題如下
1 教育部對國內授課的南澳大學企管碩士學歷不承認，如果是台灣
授課四年的博士學位依規定（國外學歷認證辦法）也不被承認下，
對在國內任教，教授學士、碩士班的學歷，是否應？不？承認。
2. 學位認可問題，假如博士學歷不被教育承認，如何以同是碩士學歷指導
碩士生（因為學生是考進去的，教師卻是申請入學免….），學生還不如
去念台灣的南澳大學算了。
3. 用網路搜尋，各大學（甚至卓越學校），許多教師均取得此一學歷任教，
這讓人不免搖頭太息。私立學校就算了，國立大學也這樣，
是否放棄了自己的學術地位。
大量的大專院校成立，光怪陸離的學歷在這幾年陸續出來。
過去曾受到一位在美國長輩告知，台灣很多教師到美國去取得短期
博士學位，多非美國正統教育學制，只要兩年在外（國），教育部即認可。
我不知道學生權利是否受損，但這不當的學位取得過程應該要被遏止。也希
望各大學有識之士應主動介入查詢，否則未來國外知名正統的大學對台灣教
育質疑，學生出國留學學歷不被承認，才是最讓人擔憂的。
澳洲南澳大學只是其中一所而已，美國英國奇怪學歷更是琳琅滿目。
我也好奇，國內大學如果去澳洲設校，他們不知道承認該學歷否？
也可否去南澳大學教書。
