本次演講邀請瑞士伯恩大學世界貿易研究中心之主任，同時也是該校法學院之國際經貿法講授教授——Peter Van den Bossche教授，講述WTO爭端解決機構之危機。美國持續杯葛WTO上訴機構法官之選任，加上中美貿易戰對於國際經貿多邊體制所帶來之衝擊，使得WTO面臨嚴重危機。未來可能因應之道為何？

Peter Van den Bossche教授是國際經貿法學領域最具代表性之學者之一，自2018年起，接任於國際經濟法領域具權威之學術網絡——國際經濟法學會（Society of International Economic Law, SIEL）主席一職。於2009-2017年間，Peter Van den Bossche教授擔任WTO上訴機構之成員，並於2015年開始擔任上訴機構之主席。其自歐洲大學研究院（European University Institute）取得博士後分別任職於歐洲聯盟法院與馬斯垂克大學，自1997年起即於WTO擔任要職。Peter Van den Bossche教授學術著作等身，曾出版The Law and Policy of the World Trade Organization與 Essentials of WTO Law 等國際經貿法重要專書，目前亦擔任諸多國際知名法律期刊編輯委員，如Journal of International Economic Law與International Journal of Public Law and Policy。

Peter Van den Bossche is Director of Studies of the World Trade Institute and Professor of International Economic Law at the Faculty of Law of the University of Bern, Switzerland. Since 2018, he serves as President of the Society of International Economic Law (SIEL). He was a member of the Appellate Body of the World Trade Organization from 2009 to 2017 and served as its chairman in 2015. In 2018 and early 2019, he continued to hear appeals in cases assigned to him before the expiry in December 2017 of his second and last term as a WTO appellate judge. He is an honorary professor at Maastricht University, the Netherlands (since 2018), and a visiting professor at the LUISS Guido Carli University, Rome, Italy (since 2016), at the Universidad San Francisco de Quito, Ecuador (since 2016), and at the College of Europe, Bruges, Belgium (since 2010). He is a member of the Advisory Board of the Journal of International Economic Law, the Journal of World Investment and Trade, the Revista Latinoamericana de Derecho Comercial Internacional and the WTO Chairs Programme of the World Trade Organization.
Peter Van den Bossche holds a doctorate in law from the European University Institute, Florence, an LL.M. from the University of Michigan Law School and a Licence en Droit from the University of Antwerp. Van den Bossche is the author (with Werner Zdouc) of The Law and Policy of the World Trade Organization, 4th edition (Cambridge University Press, 2017), 1077 p.; and (with Denise Prévost) of Essentials of WTO Law (Cambridge University Press, 2016), 302.

The downpours, pelting over Kowloon as though they were bullets from above, had finally subsided. For Liverpool, however, this was the inception of the storm.
嚟香港踢波先落狗屎，唔同連個天都唔鍾意我。但原來對利物浦嚟講，果日只係惡夢嘅開始。

Before the sun could fully crack through the scattered clouds that Friday morning in Hong Kong last July 21st, Jurgen Klopp’s phone screen was crowded with notifications from sporting director, Michael Edwards, and Fenway Sports Group president, Mike Gordon.

It is Saturday, January 6 2018, where a long-scheduled New Year’s celebration for Liverpool’s staff at the Klopp residence has coincided with the £142m sale of Coutinho to Barcelona.

Never thinking he is always right, and knowing what he personally felt was trivial when juxtaposed with the full picture, the German supported the reasoning of Edwards, Gordon and the ownership in general.

2018 had only just ticked in, but it entered with the same complexity and concern Liverpool had enjoyed a temporary break from.

Barcelona were not so much knocking on the door as they were smashing through it. Coutinho’s desire to leave had not diminished despite his excellence behind a supreme frontline and the club preparing for their first Champions League knockout fixture since 2009.

Liverpool had anticipated a thunderstorm, and when the whistle for the interval went at the Etihad, they were relieved for the respite from Manchester City’s electric onslaught.

為何八歲女學生已經有月經，為何呢？

原來是用了一些含有類雌激素的潤膚露
