吐瓦魯呼籲 承認台灣人民進入聯合國機構場域的權利
吐瓦魯總理拿塔諾表示聯合國成立的宗旨在於服務及保護全世界人民,所有人民進入此一國際大家庭,都不應受到阻礙,這是所有人民的權利,而非部份人民的特權。
台灣人民無法參訪聯合國及參與會議,台灣媒體和記者也未被允許入場採訪聯合國會議及活動,進入聯合國場域竟是以國籍而非以安全為考量,這是不具正當理由的,聯合國的公民空間和新聞自由正被限縮。
吐瓦魯呼籲,承認台灣人民進入聯合國機構場域的權利,允許台灣護照持有者進入聯合國場域,是台灣和台灣人民有意義參與聯合國體系的重要關鍵。
台灣的夥伴價值,值得聯合國重視。

"Mr. President, I thank you for the recognition that to build resilience, we must respect the rights of people and that the UN must be revitalized to uphold the rights of all people of the world—people it was established to serve and protect.
On this very note, Tuvalu calls for the recognition of the rights of the people of Taiwan to the UN premises. The UN system was established to serve the public interest of all peoples. Having unhindered access to the family of nations should be a right for all, not a privilege for some.
It is most regrettable to see the ongoing injustice of Taiwanese people being barred from accessing UN premises for visits and meetings simply because the UN fails to recognize Republic of China (Taiwan) passports, which are, in fact, accepted by almost every country in the world. Likewise, Taiwanese media outlets and journalists cannot obtain accreditation to cover UN meetings and events.
It is alarming that civic space in the UN and freedom of the press are being restricted. It is also unjustifiable that a person’s access to UN premises now depends on nationality rather than on safety and security grounds. Granting Taiwanese passport holders access to UN premises is an essential step for the meaningful participation of Taiwan and the Taiwanese people in the UN system."
Taiwan's vision of global partnership can serve as a valuable reference for the UN.

她一開頭,就用一種很 personal 的方式回應主辦單位的介紹:

畢竟用人家的 first name,就感覺比較親切對不對?通常外交場合,都是用 last name 的。

📌 而且她跟台灣大部分官員用英文演講的時候有一個很不一樣的地方:
她講話的時候,是看著聽眾的 lol。
你可能會覺得搞啥啊,講話不是就要看著對方嗎?但其實很多台灣官員可能是語文能力關係,或是沒時間把稿子弄熟,演講的時候大部分的時間是盯著稿子的,所以跟聽眾的 connection 真的就會打折扣。

📌 另外一個小細節,就是她的節奏。
台灣很多官員不只是唸稿,還唸的斷斷續續,不停的卡住,蕭美琴就不一樣,講的算是非常流暢,尤其到後半段整個進入一個很好的 flow。
大家可能會覺得這只是英文好,但其實不完全是。我們也看過很多英文比蕭大使還要好的人,演講超級卡。

📌 講「對的字」,給對的聽眾
第二個細節,就是她的用字遣詞。
我們注意這裡:
I’m so honored to be able to be here in person, to use this occasion to express my gratitude… to the so many outstanding freedom-loving legislators around the United States.
還有這裡,講到主辦單位 ALEC 頒獎給蔡總統,她說:
It is also recognition for the freedom-loving people of Taiwan, and our determination to keep Taiwan free.
我們要指出的共通點在哪裡?
對,就是 “Freedom-loving”。
我在美國住十幾年,從大學到研究所到華府工作,周圍的朋友大多都是左派的,我不記得他們之中有任何人,任何一次,說過 “freedom-loving” 或甚至強調 freedom。這代表蕭大使真的很會對「對的人」說「對的話」。
她知道這群聽眾是美國保守派的,「自由」對他們來說是絕對的價值跟原則。所以一說完這段,就迎來熱烈的掌聲。
我猜今天如果蕭大使對的是左派的聽眾,她肯定不會一直提到這些字眼。
她也不忘用 “side-by-side” 的語法,來強調台灣跟美國的價值。很多台灣官員都只會制式的重複:We share with you the values of freedom and democracy, blah blah blah…
但蕭大使就做一點變化:
I often say that you are living in the land of the free.
We are living on the island of the free.
Good line,又迎來一些掌聲。
*Btw, 為什麼是 “land of the free” 而不是 land of free 或是 free land?因為自由的不是土地,而是「人」,所以美國人才會說 “we are a free people”。所以 “the free” 代表的其實是「自由的人」。

📌 掌控敘事 (Narrative)
我們再來看一段非常不錯的:
We also believe that it is only in societies that respect the freedom of speech, where true innovation can propel technology that advances human progress, instead of technology that is abused and used for surveillance and controlling their people.
美國時常有很多的辯論:我們應該要把什麼項目放在第一?科技進步?經濟成長?還是民主價值?
我在美國唸外交時,幫我們上課的前官員也會說:「我們先不要硬推民主,而是先幫助這些國家經濟成長,之後他們自然就會變成民主國家。」
蕭美琴的這段,就是一個反向的論述:如果沒有言論自由,就不會有真正的創新,因為科技會被用來控制人民,而不是真的改善大家的生活。
這就是敘事 (narrative) 的重點:不是只是提供一大堆 information 給大家 (this is what most people do),而是告訴大家要怎麼去「詮釋」這些資訊 (跟我們時常在說的 “framing” 有關)。
絕大部分台灣官員出去演講的時候,是完全沒有核心論述的,就只有提供一堆人家沒興趣也永遠不會記得的 information。

引用對方可以體會的經歷
講完一些硬一點的議題之後,她把話題帶到比較個人的層面:
I’m an ambassador now, I work in Washington, DC, but I used to be like you, I came from a legislature in Taiwan, I understand that all politics are local. And when we go back to our constituents, we wanna deliver on economic progress, we wanna deliver on the common values that we share.
說到個人經歷,突然感覺比較輕鬆,溫和對不對?這是一種非常好跟聽眾建立連結的方式,畢竟不是每一位外交官,都有跟聽眾同樣的經歷,所以她很會利用自己的強項。
但她這麼說,可是有目的:把聽眾的注意力帶到 “economic progress for constituents” 之後,她馬上用大家可以理解的數字,提醒聽眾台灣對美國「地方經濟」的重要性:
We’re in the State of Utah now, [Taiwan’s] size is only 15% the size of Utah, but we are the 8th largest consumer of US agricultural products in the world.
然後還不忘轉換成人均的數字!
Which means, per capita wise, each Taiwanese citizen is the second largest consumer — per capita wise — the second largest consumer of American agricultural products.
蠻厲害的對不對?但這樣還沒有結束喔!

這是一宗政治案件,所以我認為這篇陳詞適合放在政治脈絡下開展。
我們生活在急劇轉變及充滿挑戰的時代。基於政府所謂「安全」的理由,記者、報館、網台主持、學者、教師、學生、藝人、歌手、工會人、社運人、民意代表以及許多市民,都一一被迫沉默,以至逐個被拘捕、檢控、囚禁。
尤有甚者,「安全」的定義還在不斷挪移及擴大。昨日出版的一篇報紙文章、一次演講、一種主張、一個標語,今天都可能被視為對「安全」的威脅。
短短數年前那些通常被判罰款或社區服務令的行動,現在會被判監禁。這裡曾經存在和而不同及真誠辯論觀點的言論空間,但現在只剩下觸目驚心的紅線。
每天都帶來法規的重新演繹,每天都突破荒謬的下限。有他們的眼中,現在甚至連兒童繪本都成為了對「安全」的威脅。
問題無可避免地浮現:究竟這些法規是要保護誰的「安全」?是公民的自由,抑或是實際上已經非常有權力的人的權力?
我們追求怎樣的秩序?這些法規的設計,是為了所有公民能夠享有法治、自由、公平競爭及繁榮的機會嗎?還是旨在引領我們進入一個政府不受挑戰及不受限制的時代?
我們發現自身正處於一個這樣的時代,人們需要作出看似簡單卻極為困難的選擇——就如哈維爾所指——我們要活在真實中,還是要服從於謊言及荒謬?
在我追求的真實生活中,我們只是像《國王的新衣》中的小孩那樣呼喊:「喂,國王根本冇著衫喎!」

【Avery Ng: On October 20 Kowloon Rally】
This is a political case, so I think it is appropriate to frame my remarks within the political context of this matter.
We live in rapidly changing and challenging times. Journalists, newspaper publishers, broadcasters, academics, teachers, students, artists, singers, trade unionists, political activists, democratically elected representatives, and many other citizens are being silenced, arrested, prosecuted and imprisoned by the Hong Kong government for supposed reasons relating to “security”.
What’s more, the definition of this “security” is constantly shifting and expanding. A newspaper article published yesterday, a speech, an opinion, a slogan--even a gesture may be treated as a threat to security today.
Actions that would have previously and sometimes rightly merited community service or fines just a few short years ago, now lead to the possibility of jail. Where once there was the space to disagree agreeably and debate ideas honestly. Now there is intolerance.
Every day brings a new re-interpretation of the rules. Every day we reach a new level of absurdity. Even children’s cartoon books have now reached the status that they are seen by some as a threat to “security”.
The inevitable question arises: Whose security is being protected--the liberty of citizens? Or are these laws in fact protecting and securing the power of the already-powerful?
What kind of order are we seeking? Are these laws designed to uphold the rule of law, ensure freedom, a level playing field, and the chance of prosperity for all citizens? Or are they meant to usher in an era in which the government can rule unchallenged and unchecked?
In the times that we find ourselves in, one needs to make a choice that is at once simple yet immensely difficult. As Vaclav Havel writes: Do we live in the truth? Or conform to lies and absurdity?
In my pursuit to live in the truth, we are merely the kid who yelled “hey, the Emperor wears no clothes.”

CHAINS is about the imprisonment of the mind, chains of habit. This can be anything from addictions to unfounded fears. They all start as a simple, small experience and then become normal patterns of behaviour. Once they are a part of your life, they are extremely difficult to get rid of. Remember, at the end of the day we choose our own attachments in life. It is the freedom to choose your own path to believe what you want to believe in and also to be your own person.

I always try and be respectful when filming in China, I make sure to avoid any sensitive areas, don't film anything remotely to do with politics, or military or government, I film in open public places and film myself. But often I get suspicious old men calling security or the police on me, the police and security guards are always polite and professional and often simply just curious as to what I'm doing and once I explain that I'm shooting a video of myself to show my friends (you my subscribers) what China is really like, they often smile and tell me to continue, but it's not always the case and recently I've been getting a lot of trouble shooting my videos out in public here in China. There is a reason for this and I want to explain to you all why this is all of a sudden an issue, also I want to update you all on how the risks I've taken recently have paid off (or not) as some of you have been asking me to do a follow up on my Risk Failure video I shot over a year ago.
