各位好,
我是Will,一位香港人,亦是最後一年的醫科生。我寫這封信的目的,是向全世界解釋為何世界衛生組織(世衛)需要重組,以及為什麼世衛需要重新考慮讓台灣成為正式成員。
2019年12月,中國湖北省的武漢市發現一種來源不明的肺炎。肺炎不久擴散至鄰近地區。香港、台灣、泰國、新加坡、南韓及日本成為亞洲最先受病毒侵襲的國家。這個來源不明的肺炎後來被稱為COVID-19,而病原體是新型冠狀病毒SARS-CoV-2。
雖然香港和台灣很早就受到病毒侵襲,但兩地在遏止疫情擴散方面非常出色。香港與台灣在2003年SARS抗疫中,分別失去了299和73條寶貴人命。我們知道我們必須從過去經驗裡汲取教訓,避免悲劇重演。應對新型冠狀病毒爆發,香港和台灣都迅速地採取有效的公共衛生措施。台灣的公營醫療系統在查找病人、隔離感染者及追踪病人曾經接觸人士方面更是全球首屈一指;這些工作對於控制傳染病擴散都是不可或缺的。
新型冠狀病毒爆發至今已經四個月,不少國家都受到迅速擴散的病毒所重創。英國、意大利、法國、印度、中國、新西蘭、澳洲及美國等多國都實施封鎖及出入境限制。病毒奪取了好幾萬人的生命,活著的人民亦飽受社交隔離及孤立的煎熬。疫情發生前的世界現已不復存在。
反觀台灣,生活仍然大致正常:人民照常上班和跟他們的朋友家人晚餐。最重要的是,當地的社區傳播病例明顯較其他國家少。這全賴台灣政府反應迅速且有效。
事實上,台灣政府亦不時接觸世衛 ,跟組織分享他們在控制病毒方面的研究成果及經驗。早於2019年12月31日,台灣曾經聯絡世衛查詢及提出新冠病毒能夠人傳人的可能性,但不受理會。直至2020年1月14日,世衛仍宣稱沒有證據顯示病毒可以透過人傳人傳播。
如果當初台灣是世衛成員國,而世衛又認真看待台灣的意見並鼓勵各國立刻為抗疫做好準備的話,各國或許可以像台灣一樣成功遏止疫情擴散,從而挽救幾萬條人命。
17年前,我們經歷了SARS。我們以幾百條人命的犧牲為代價,學到了重要一課。香港已經是世衛成員,香港大學出版的最新研究亦顯示口罩能大大降低病毒傳播風險。這項信息對全世界來說是極為重要的。台灣要是能夠在世衛發聲,他們絕對可以幫助各國走出困境。我呼籲世衛讓台灣加入組織,讓我們制止歷史悲劇的重演,向世界展示我們的團結,站於同一戰線上對抗病毒。台灣和香港能夠、亦會持續為這場抗疫之戰作出貢獻。
最後我想大家知道:這個病毒並沒有針對性。不管你是嬰孩、兒童、青少年、年輕的成年人或是長者,你都同樣承受染病的風險。絕對不要輕視這個病毒,它已經奪去夠多人命了。犧牲的人,一位都嫌太多。我懇請你們留在家中,因為只要你們這樣做,就可以避免更多的人命犧牲。保持希望,讓我們攜手一同戰勝黑暗。

A public letter to the world: why should WHO reconsider Taiwan’s membership
Hello everyone,
My name is will. I’m from Hong Kong and I’m a final year medical student. And this is an open letter to the whole world on why we need a reformation of the world health organization (WHO) and why the WHO should reconsider the inclusion of Taiwan as its member.
In December 2019, a pneumonia of unknown source was described in Wuhan, Hubei province in China which has since then spread to nearby places with Hong Kong, Taiwan, Thailand, Singapore, South Korea and Japan being the first few Asian countries hit by the virus. This pneumonia of unknown source was later on known as COVID-19, caused by the novel coronavirus SARS-CoV-2.
Despite being hit early on by the coronavirus, Hong Kong and Taiwan have been doing an incredible job in containing the spread of the virus. Having the experience of SARS in 2003, with the tragic loss of 299 lives in Hong Kong and 73 lives in Taiwan, We know that we must learn from the history and we cannot let this happen again. In response to the coronavirus outbreak, Both Hong Kong and Taiwan promptly established effective public health measures in particular Taiwan has the best public health system in the world in terms of identifying patients, quarantining infected patients and performing contact tracing which are all crucial components in containing infectious disease.
Today, four months after the outbreak of coronavirus, many countries were devastated by the rapid spread of the virus. Countries such as the UK, Italy, France, India, China, Newzealand, Australia and the United States are in lockdown and travel restriction. Hundreds and thousands of people have died because of virus, for those who are still alive are living an incredible difficult and dreadful life with social distancing and isolation. The world we used to live in ceased to exist as of this moment.
But if you take look at Taiwan, they are still almost business as usual, people are still going out to work, to have dinner with friends and family, most importantly the number of community transmission is exceptionally low compared to all the other countries. These are all because of the rapid response and effective measures adopted by the Taiwan Government.
as a matter of fact, the Taiwan government has time and time again proactively approached the WHO to share their research and experience in containing the virus. December 31st 2019, Taiwan contacted WHO to inquire and suggest the possibility of human to human transmission of the coronavirus but was disregarded. And until January 14 2020, the WHO was still claiming that there is no evidence of human to human transmission.
Had Taiwan been a member of WHO, and had WHO taken Taiwan’s opinion more seriously and encouraged countries to promptly prepare for the coronavirus, the rest of the world maybe able to contain the virus like Taiwan and the tens of thousands of lives could have been saved.
Throughout the entire coronavirus outbreak, WHO has time and time again failed us by downplaying the severity of the pandemic, claiming that there was no evidence of human to human transmission, all along reiterated that mask provide no protection to the general public, advising countries to not impose travel restriction and most importantly the poor recommendation of PPE for healthcare workers which resulted in multiple infections to doctors and nurses in Japan who followed their advice initially.
17 years ago, we had SARS and we learned a great lesson at the expense of the tragic loss of hundreds of lives. Hong Kong is already a member of WHO and our latest research published by the University of Hong Kong showed that mask can drastically reduce the risk of viral transmission which is invaluable to the whole world. I have no doubt that Taiwan would be able to help the world if Taiwan is given a voice in the WHO. I urge the WHO to include Taiwan as its members so that . Let’s not let history repeats itself, let’s battle this war together as one world and let’s show the world solidarity. Taiwan and Hong Kong can help and they will continue to help.
And a final message to all, the coronavirus does not discriminate, no matter you are an infant, a child, an adolescent, a young adult or an elderly, we are all equally susceptible. Do not take this lightly, it has claimed enough lives already, one is too many, please stay home and it can save life. Please do not lose hope and We will get through this, together as one.

Good Evening,
The coronavirus is the biggest threat this country has faced for decades – and this country is not alone.
All over the world we are seeing the devastating impact of this invisible killer.
And so tonight I want to update you on the latest steps we are taking to fight the disease and what you can do to help.
And I want to begin by reminding you why the UK has been taking the approach that we have.
Without a huge national effort to halt the growth of this virus, there will come a moment when no health service in the world could possibly cope; because there won’t be enough ventilators, enough intensive care beds, enough doctors and nurses.
And as we have seen elsewhere, in other countries that also have fantastic health care systems, that is the moment of real danger.
To put it simply, if too many people become seriously unwell at one time, the NHS will be unable to handle it - meaning more people are likely to die, not just from Coronavirus but from other illnesses as well.
So it’s vital to slow the spread of the disease.
Because that is the way we reduce the number of people needing hospital treatment at any one time, so we can protect the NHS’s ability to cope - and save more lives.
And that’s why we have been asking people to stay at home during this pandemic.
And though huge numbers are complying - and I thank you all - the time has now come for us all to do more.
From this evening I must give the British people a very simple instruction - you must stay at home.
Because the critical thing we must do is stop the disease spreading between households.
That is why people will only be allowed to leave their home for the following very limited purposes:
shopping for basic necessities, as infrequently as possible
one form of exercise a day - for example a run, walk, or cycle - alone or with members of your household;
any medical need, to provide care or to help a vulnerable person; and
travelling to and from work, but only where this is absolutely necessary and cannot be done from home.
That’s all - these are the only reasons you should leave your home.
You should not be meeting friends. If your friends ask you to meet, you should say No.
You should not be meeting family members who do not live in your home.
You should not be going shopping except for essentials like food and medicine - and you should do this as little as you can. And use food delivery services where you can.
If you don’t follow the rules the police will have the powers to enforce them, including through fines and dispersing gatherings.
To ensure compliance with the Government’s instruction to stay at home, we will immediately:
close all shops selling non-essential goods, including clothing and electronic stores and other premises including libraries, playgrounds and outdoor gyms, and places of worship;
we will stop all gatherings of more than two people in public – excluding people you live with;
and we’ll stop all social events, including weddings, baptisms and other ceremonies, but excluding funerals.
Parks will remain open for exercise but gatherings will be dispersed.
No Prime Minister wants to enact measures like this.
I know the damage that this disruption is doing and will do to people’s lives, to their businesses and to their jobs.
And that’s why we have produced a huge and unprecedented programme of support both for workers and for business.
And I can assure you that we will keep these restrictions under constant review. We will look again in three weeks, and relax them if the evidence shows we are able to.
But at present there are just no easy options. The way ahead is hard, and it is still true that many lives will sadly be lost.
And yet it is also true that there is a clear way through.
Day by day we are strengthening our amazing NHS with 7500 former clinicians now coming back to the service.
With the time you buy - by simply staying at home - we are increasing our stocks of equipment.
We are accelerating our search for treatments.
We are pioneering work on a vaccine.
And we are buying millions of testing kits that will enable us to turn the tide on this invisible killer.
I want to thank everyone who is working flat out to beat the virus.
Everyone from the supermarket staff to the transport workers to the carers to the nurses and doctors on the frontline.
But in this fight we can be in no doubt that each and every one of us is directly enlisted.
Each and every one of us is now obliged to join together.
To halt the spread of this disease.
To protect our NHS and to save many many thousands of lives.
And I know that as they have in the past so many times.
The people of this country will rise to that challenge.
And we will come through it stronger than ever.
We will beat the coronavirus and we will beat it together.
And therefore I urge you at this moment of national emergency to stay at home, protect our NHS and save lives.

大家好,我係「我要攬炒」,好多謝大家出席呢一個晚會。
Hello everyone, I am “Scorched Earth”. Thank you all for coming to our rally this evening.
大專學界嘅集會結語,係向國際發出呼籲。而我攬炒,會以一個普通人身份向香港人致謝,亦多謝英國國會議員拍片支持,同表達少少對前路嘅睇法。
Hong Kong IAD closed their speech by making an appeal for international support I, as an ordinary HongKonger, would like to take this opportunity to express my appreciation towards the Hongkongers and UK MPs who support Hong Kong, and give my two pennies on how the crisis of Hong Kong may develop in the near future.
點解我會叫自己做我要攬炒呢。其實源於6月9號當日,我發現幾乎所有香港政府高官同保皇黨都有外國護照。
You may wonder why I took the pseudonym “Scorched Earth”. On 9th of June, I noticed that almost all of the government officials and pro-government politicians are holding foreign passports.
佢地只係假放棄外國護照一次,就享有肆意出賣香港利益既權力,與民為敵。
They may just renounce their passports once, leaving the option of reclaiming them later, they would be empowered to take personal advantage in their positions at the expense of Hong Kong, and act against the benefits of Hongkongers.
賣港之後,啲官同保皇黨就手執外國護照,一走了之。所以,我要取消佢地嘅外國護照重發權利,生生世世留喺大灣區,共享大灣區榮耀。同佢地攬炒。
After abusing their power for their own benefits, they may still leave Hong Kong by reclaiming their renounced passports. I therefore seek to have their rights to reclaim their foreign passport removed. They will then be forced to stay forever in China and to face the same “bright” future as us. If Hongkongers burn, they burn with us - thus the selection of the pseudonym of “Scorched Earth”.
不知不覺間,香港人已經奮戰咗兩個月。而呢兩個月,有三個時刻特別令我感觸同決定奮戰落去,同大家齊上齊落。
It feels like not a long time, but Hongkongers have been fighting for over two months already There were three particular moments during the last two months that touched me and made me even more determined to fight on, shoulders to shoulders, with everyone.

第一個時刻,係6月10號見到有年青人,絕望地回應當權者 「反正都無未來,不如一槍啪死我」
The first moment was back on 10th June, when a young protestor hopelessly said to those in power, ‘You might as well kill me with a bullet – there is no future for me anyway.’
第二個時刻,係7月1號,梁繼平義士同大家講「我地今次一輸就係輸十年」
Then on the 1st of July, when the fearless protestor Brian Leung said ‘If we lose this battle, we are giving up our next ten years.’
第三個時刻,係7月廿八號,元朗有義士既盾牌俾子彈射穿,記者問佢點解仲堅持,義士好堅定咁回答「光復香港,時代革命」
The third moment was on 28th of July in Yuen Long. A police bullet went through the shield of one of the protestors. When a journalist asked why he was still standing firm for his belief , he said without hesitation , ‘Reclaim Hong Kong. Revolution of our times’.
呢三個時刻,反映到香港人逐漸將絕望嘅心情,轉化為無比勇氣對抗暴政。
These three moments show exactly how HongKongers gradually turn their hopelessness into courage, to fight against tyranny.

呢一刻我哋可能覺得好疲倦、好憤怒、好氣餒,但係請我哋唔好放棄,因為呢個係光復香港,時代革命嘅最後機會。
We may be tired, angry, or dejected, but please do not give up. This is the last chance to reclaim Hong Kong and succeed in the revolution of our times.
「光復香港,時代革命」唔係一句空洞口號,更加唔應該俾人利用黎分化我哋。
“Reclaim Hong Kong. Revolution of our times’ is not merely a slogan, and most definitely should not be used by some to divide us.
因為「光復香港」指既係:
光復香港嘅自由、人權、民主、資源自主同國際定位
It is because “Reclaim Hong Kong” means, to reclaim the freedom, human rights, democracy, control of resources and positioning in the world of Hong Kong.
而「時代革命」嘅意思係:
聲稱五十年不變既時代之中,由香港人一齊由下至上撼動政權,改變政治體制。
And “Revolution of Our Times” means, within the 50 years promised to have no changes in way of life, Hongkongers to shaken the government from bottom up together and to change the political system.

學術上,只要社會大眾,嘗試由下而上令 政治體制 有變化,就係革命。所以,2014年係革命,2016年係革命,2019年都係革命。
Academically, ‘revolution’ is a bottom-up attempt by the masses to bring about structural changes to their political system. That is why, it was a revolution in 2014, so was 2016, and now, WE ARE IN A REVOLUTION in 2019.
1984年至今35年,香港人不斷退讓,抱薪救火,最終導致退無可退。
Since the Joint Declaration was signed in 1984, for 35 years HongKongers have been compromising, naively believing that this is the way to save ourselves. That led to the dead end we are facing today.
對我地年輕一輩黎講,與其2047年默默死去,倒不如趁香港尚有 一絲希望既情況用盡最後一口氣,創造未來。
To the younger generation, they either rot towards death upon the arrival of year 2047, or, whilst there is still a chance, they would rather sacrifice themselves in the hope of real changes, and to pave a new path for Hong Kong.
有年長一輩問,到底我地後生既有無勇氣,
將抗爭 交返俾 傳統大台領導。
Some from the older generation asked, whether these youngsters are brave enough to let the established political parties to lead the movement again.
我不禁反問,傳統思維一輩又有無勇氣,放棄三十年黎既模式,放手俾我地手足以新思維新方式改寫香港命運?
I would ask in return, whether the established parties be brave enough to let go of the same old way they have been operating for 30 years, and let the next generation lead in their new mentality?

當年青人日以繼夜,夜以繼日以不同方式向政府施壓既同時,旦願我地回過頭黎,會見到年長一輩企喺現場,默默支持我地。
When young men and women continue to pile pressure onto the government day by day with their ever-changing strategy of protests , I just hope we would see more from the older generation to be there in the sites of protest to support us.
年輕人需要既唔係金錢、唔係食物,而係活生生既人願意走出黎支持。
The support from people literally standing side by side with the young protestors means much more than supports in form of money and food.

今日之所以邀請不同光譜、不同年齡層既人士上台,就係為咗向全世界展示出:
The reason that people from a broad spectrum and from different age group are invited today, is to show the world that:
無論香港情況幾嚴峻,香港人都唔會因為政治理念、年齡不同而廢言、割席,無論有幾多風波,我地依然團結為我地既訴求奮勇到底。
No matter how dire the situation is, how different our views and ages are, and how challenging the situation is, HongKongers will stay united.
由今日起,我地唔應該再分勇武同和理非。出得黎既就係手足,係抗爭者,用核彈都唔會割。
From now on, there should be no more classification of aggressive or peaceful protestors. Once we are together on the streets of Hong Kong, we are each other’s brothers and sisters, limbs and body. We are one. Nothing can divide us.

我必須強調大專學界同攬炒都有同樣信念:就係拒絕大台。
I would like to emphasis HK IAD and our team do not condone any one single leading platform for the whole movement
如果有大台出現,我會出全力摧毀佢;假如有一日,我成為大台一部分,請大家一視同仁,將我拉落黎,拆我台。
If such a platform is ever formed, I will do my utmost to demolish it. If I ever become part of such a platform, I ask you to do the same to overthrow me and demolish the platform.
只要拒絕迷信大台模式,唔割席,唔氣餒,善用國際思維,我地一定會贏。
As long as we all believe in the leaderless model, stay united, keep our spirit, and to think global, we shall prevail.
香港人,寧化飛灰,不作浮塵,光復香港,時代革命!
We would rather live freely and burn, then to be subjugated and diminished. We are HongKongers.
